Administration

SPICIN is hosted by the American Samoa Government Office of Territorial and International Criminal Intelligence and Drug Enforcement (OTICIDE). OTICIDE was established to facilitate and administer the duties and responsibilities necessary to fulfill the American Samoa Government's obligations and commitments to SPICIN in the Pacific region and the United States Department of Justice law enforcement programs. This was also to recognize the United States policy on drug trafficking and elements of organized/white collar crime and other associated activities affecting American Samoa and its neighboring island countries.

OTICIDE is a multi-agency/jurisdictional law enforcement program that is responsible for the gathering of criminal intelligence information and the enforcement of laws governing drug trafficking, white collar crime and related criminal activities. Participating members of OTICIDE are the police, customs, marine and wildlife law enforcement unit, airport police, immigration and agriculture. Federal law enforcement liaison members of OTICIDE are the FBI, DEA, Customs, Postal Inspection Service, Coast Guard and other federal law enforcement agencies represented at the INTERPOL, United States National Central Bureau (USNCB).
OTICIDE is the administrator for the following criminal information and intelligence networks:

* INTERPOL Pacific Sub-Bureau of the United States National Central Bureau, Washington, D.C. (USNCB), including Guam and Saipan
* FBI National Crime Information Center 2000 (NCIC)
* DEA El Paso Intelligence Center (EPIC)
* National Law Enforcement Telecommunications Systems (NLETS)

The SPICIN Executive Director also serves as head of OTICIDE and INTERPOL U.S. Pacific Sub-Bureau of the United States National Central Bureau (USNCB), United States Department of Justice.
