SPICIN Policy Board

The South Pacific Islands Criminal Intelligence Network is governed by the SPICIN Policy Board.

The SPICIN Policy Board:
  1. Shall consist of twenty-one members of the South Pacific Chiefs of Police Conference (SPCPC).
  2. Is responsible to set broad policies for the overall objectives, functions, management, and operation of SPICIN.
  3. Shall consist of the Police Chief or Police Commissioner from each SPICIN member territory or island nation and the SPICIN Executive Director.
  4. Meets annually as part of the South Pacific Chiefs of Police Conference.
  5. Chairman is also the Chairman of SPCPC.

SPICIN Executive Director

The Executive Director is responsible to the Policy Board by submitting an annual report about his/her activities and any significant issues related to SPICIN. Periodically, the Chairman of the Policy Board and the Executive Director are to review the guidelines of SPICIN and report any recommended amendments to the Policy Board's next meeting. At the end of the term of the Executive Director, the Policy Board is to ensure that the final approval and review of the role of the future Executive Director are made by the Policy Board following the nomination of the American Samoa Government Office of Territorial and International Criminal Intelligence and Drug Enforcement (OTICIDE).

RESOLUTIONS

In an Annual General Meeting of SPICIN held in Brisbane, Australia on 24-25 November 2003, the SPCPC members acting as the Policy Board resolved that the governance arrangements for SPICIN be reverted to American Samoa. It was agreed that the future relationship with SPICIN (or any other entity that evolves from the present organization) is one for individual members to foster along the same lines as currently exists with various country intelligence units throughout the region. It was noted that the bilateral relationships established between SPICIN (or any other entity that evolves from the present organization) and other member country representatives will continue to develop as part of the regions' information-sharing and intelligence infrastructure, and that SPICIN will continue to have opportunities to participate in regional initiatives on the same basis. It was further agreed that the SPICIN Policy Board be immediately dissolved.
