SPICIN Resolutions
16th Annual SPCPC In American Samoa, October 1987
- The South Pacific Chiefs of Police resolved to establish a regional intelligence unit to call the South Pacific Islands Criminal Intelligence Network (SPICIN).
17th ANNUAL SPCPC IN COOK ISLANDS, JULY 1988
- That representatives of SPICIN will provide monthly reports on crime trends and highlights to the SPICIN Executive Director for the two-fold purpose of (a) general centralization and sharing of relevant, intelligence-related information and (b) the publication and dissemination of generally newsworthy information in the Island Watch, a SPICIN's monthly newsletter.
Note: (With email on the internet and the establishment of SPICIN Webpage, there is no need for the newsletter)
- That there will be a policy board to set broad policy for the overall objectives, function, management, and operation of SPICIN.
- That the policy board shall consists of one representative from each SPICIN member territory or island nation and the SPICIN Executive Director.
- That the policy board shall meet annually as part of the South Pacific Chiefs of Police Conference.
- That the decisions by the policy board shall be agreed by a simple majority of members attending the South Pacific Chiefs of Police Annual Conference or, on a question put to all board members by the Executive Director at another time, by simple majority of members who respond to that question.
- That membership in SPICIN be open to all South Pacific Chiefs of Police Conference Members.
- That associate membership in SPICIN be open to all law enforcement agencies, subject to the
approval of the policy board. - That a law enforcement agency applying for associate membership in SPICIN will require to be
nominated and seconded by existing members of the South Pacific Chiefs of Police Conference. - That any associate membership of SPICIN may be suspended, withdrawn, or terminated at any time by the policy board.
- That the dissemination of information by SPICIN be restricted to members of SPICIN unless
otherwise approved by the contributing member. - That each SPICIN member nation's "designated liaison" provide to the SPICIN Executive Director a biographical profile and recent photograph to be a part of their individual portfolios, and that their position in their organization be clearly identified for continued ease of contact in the event of a change of incumbent.
- That the SPICIN Administration be authorized and empowered to seek alternatives sources of
funding, for the purposes of criminal intelligence networking, its management and operations, with the approval of the policy board. - That SPICIN member nations be encouraged to install telecopier or facsimile machines to facilitate intercommunications with the network.
- That the disbursement of funds shall be in accordance with Article III Section 4 (a) and (b) of the Constitution.
- That the Secretariat shall have due consideration for the wish of the Conference that a portion of the funds be allocated for the operations of SPICIN, and
- That the Secretariat shall make appropriate arrangements for safeguarding the funds of the
Conference in consultation with the chairman and with the Commissioner of the New Zealand Police.Note: At the 1989 SPCPC, the membership gave consideration to Resolutions 2 to 5 of the above and recognized that some clarification of the intent of these Resolutions is required.
18th Annual SPCPC In Canberra, Australia, November 1989
- That the members of the South Pacific Chiefs of Police Conference shall be the members of the SPICIN Policy Board.
- That the chairman of the conference shall be the chairman of the SPICIN Policy Board.
- That the chairman shall have responsibility, during his term of office, for advising the SPICIN Executive Director on matters of SPICIN policy.
- That the chairman shall consult with sufficient and appropriate members to enable him to properly advise the Executive Director.
- That the Secretary shall assist the chairman consult with members as required.
- That Resolution 5 of the 1988 Resolutions be deleted.
23th Annual SPCPC In American Samoa, November 1994
The Conference, having discussed and considered all the papers presented and concerns expressed on the theme of "The impact of cooperation on the Efficiency and Effectiveness of the South Pacific Chiefs of Police Conference, resolved to:
- Fully endorse the need to improve our cooperation to achieve this objective.
- Encourage all members's jurisdiction to implement action and programs to ensure the efficiency and effectiveness of the organization.
- Recognize the existence of SPICIN and participate fully in the attainment required and facilitate all requests from the agency as prescribed, in the SPCPC Resolution at its 17th Conference in the Cook Islands.
- Urge all members to inform SPICIN of relevant correspondence between them and other law
enforcement agencies regarding the criminal information/intelligence in order to improve the SPICIN database, and recommends that details be distributed to members on a timely basis.
24th Annual SPCPC In The Solomon Islands, September 1995
- The SPICIN Executive Director is to report to the Chairman of SPCPS/SPICIN Policy Board as to his activities, and any significant issues relating to SPICIN, prior to July of the year following the annual conference of SPCPC.
- At the end of the term of the Executive Director of SPICIN, the Policy Board is to ensure that the final approval and review of the role of future Executive Directors of SPICIN are made by the policy board following the nomination of the American Samoa Government.
- Periodically the chairman of the policy board and the executive director of SPICIN are to review the guidelines of SPICIN and report to the Policy Board's next meeting with any recommended amendments.
25th Annual SPCPC In Nauru, September 1996
- The Conference directed that, in conjunction with the designation of South Pacific Islands Criminal Intelligence Network (SPICIN) liaison officers in the member countries, the current SPCPC Chairman and the SPICIN Executive Director begin arrangements for a training conference of SPICIN liaison officers to be held at a specified time prior to the next SPCPC to enable liaison officers to be familiar with SPICIN operations and receive training on the use of the network.
27th Annual SPCPC In Nadi, Fiji, August 1998
That delegates advise their views on strategic recommendations 1-10 in SPICIN's report to Commissioner Savua or Superintendent Mears by 30 September 1998.
28th Annual SPCPC In New Caledonia, August 1999
The SPICIN Policy Board acknowledges the SPICIN Executive Director's report and urges members to:
- Assist the Executive Director by providing information requests in previous resolutions in a timely manner.
- Cooperate with the Executive Director on matters that will enhance the structural and strategic outlook of the criminal intelligence network.
29th Annual SPCPC In New Zealand, October 2000
- The Conference notes and thanks the Executive Director of the South Pacific Islands Criminal
Intelligence Network (SPICIN) and encourages members to continue operational liaison with
SPICIN. - The Conference notes Fiji has collated resolutions relating to SPICIN for the period 1995 to 2000, and requests the Executive Director of SPICIN to provide a copy of the conference resolutions relating to SPICIN from 1988 to 1994 to the Secretary for distribution.
- The Conference requests members to provide written details to the Executive Director of the South Pacific Islands Criminal Intelligence Network of the names of their designated SPICIN liaison officers by December 2000.
32nd Annual South Pacific Chiefs of Police Conference, Brisbane, Australia, November 2003
- The Conference resolved that the SPICIN Policy Board be dissolved and the governance of SPICIN be reverted to American Samoa. Further, it was resolved that the future relationship with SPICIN (or any other entity that evolves form the present organization) is one for individual members to foster along the same lines as currently exists with various country intelligence units throughout the region, and further resolved that the bilateral relationships established between SPICIN (or any other entity that evolves from the present organization) and other member country representatives will continue to develop as part of the regions' information-sharing and intelligence infrastructure, and that SPICIN will continue to have opportunities to participate in regional initiatives on the same basis.
